it may not be leaking from that bolt sounds like it is the gasket under the tank only time it will see water is when you flush
replace the tank to bowl gasket and both bolts and check it again

Toilet Leaking From Tank

You say you bought and installed new bolts. I hope you also replaced the rubber washers that fit on the bolts. You should be able to take the lid off the toilet and look down inside your toilet tank and see the head of the 2 bolts on top of the rubber washers. If this doesn't help, just ask the guy at the hardware store. Next time don't worry about iron deposits unless they really really bother you.

The water is not leaking from the bolts. it is leaking from the top of the tank and running down to the bolts. Take the lid off and flush the toilet. You will see that water is spraying out of the toilet. If you have the lid on you will think it is leaking from the bolt. Correct this problem and it will stop.Good Luck

You need to remove the tank and clean the holes were the gasket goes in the tank and bowl then check for clacks. If no clacks are found then replace gasket and bolts and tighten the bolts evenly. Take both hand and press down on the tank then tighten then repeat as needed. The tank should not move after bolts are tight

when you replace the tank bolts
it should be bolt, rubber washer, tank hole, stainless ( or brass ) washer, bolt, bowl basin , washer, bolt

replace the tank donut as well while you are there
this is 100% leak proof since you are tightening the bolt directly to the tank and only need so much tightening to prevent leaks from tank to bowl basin, otherwise people tend to over tighten tank bolts resulting in cracking the flanges on the lower basin bowl assembly
i rebuild all 2 piece toilets this way

Sorry, I thought you meant at the floor. I have never had the experience of a leak where the tank meets the stool. That is very odd, it only leaks when flushed? Hope you can get it fixed. I always worried about that, having had problems before with worn out wax rings. We put in a one piece stool, so we do not have to worry about a leak in that area.

Turn off the water at the wall and unscrew the bolts, next remove the toilet and replace the gasket. It is a very thick waxy thing and then sit the toilet back on the gasket and screw it down.

Replace the washers that seal around the bolts. Be careful if they are rusty and frozen you can break the bowel or tank.
It also sounds like the rubber seal betwen the tank and the bowel is leaking. don't over tighten you can break the seal if they get too tight.
