All the answers above me are ridiculous.
Ross? Uh definatly not. I hate that place.
Target is marvelous but I've only seen two types/colors of skinnies there.

Woww... They sell skinny jeans... Disgusting.
Anyways... I get my skinny jeans at
-Hot Topic (Super exellent quality, but around $40+ not on sale)
-Zumiez (Good jeans, but they arent skin tight. Usually $25ish)
-Steve&Barry's (I rarely get them there. The fit is higher up&& the arent too good of a quality.)
Hot Topic is by far the best place. [To buy any clothes for that matter.]

try hollister, american eagle or just usa (sold at basic) or paris blue.
hollister jeans go up to 40 - 45 dollars for their non-destroyed skinnies, but they are good quality, and fit true to size.
american eagle cost a SMIDGE less, and they fit true to size, but some of them get looser after you wash them a few times.
just usa jeans are really comfortable, but sometimes you have to go a size up to get the right fit, and some get looser by time and the prices range from 25 dollars (on sale) to 45 dollars.
and paris blue jeans, ive never owned their jeans, but their shorts are good quality and then dont cost more than 35 dollars at styles.

Your local consignment shop or a thrift store.
I've found some really
great buys at Family Thrift Centers.
I know they are in the South,
but not sure about other places.
Most larger cities will
have a Junior League Thrift Shop
or a Ladies Auxiliary Thrift Shop.
Check your yellow pages for
Thrift Stores in your area.

Believe it or not, I bought some of my best skinny jeans at Hot Topic. They cost $31, including tax!

I got a great pair of dark wash skinny's at Old Navy. Try the diva fit. (They were $22!)

you should go to ross or marshalls.
i kno it could be a bit messy there
but if you look reall good. you can get
levi's at like the cost of 13 bucks.
marshalls has a more brand names
then ross. soo try there too. ;]

I personally don't wear skinny jeans as
much seeing that they look really bad
