Ok two days before, I made a paypal account and gave them the bank info they needed. they say to wait 3-5 days for them to make two small deposits. then two days later, my acocunt is suddenly frozen and I have no idea why. In this email I got, it quotes:
"PayPal as a regulated financial services company is required under law to assess its customers against certain lists of individuals and entities which have had sanctions imposed against them. PayPal as a financial institution is required to comply with these regulations in multiple jurisdictions where we do business.
Where a potential name match is identified, PayPal's policy is to lock the account and request further identifying documentation. The decision to lock your account has been taken solely by PayPal in line with its compliance policy in regards to the legislation covering financial sanctions"
What does this all mean? What has happened within my account? And how do I fix it??

Is there any way to delete this account? I know you can delete if you can actually get into yur acocunt but can you delete a locked acocunt.

And also, my husband made this account, and I have a joined bank account with him. Will it work if I make another paypal acocunt with my name but same bank info and address, but a different email? Or will I get penalized?

One more thing. I supposedly have 0.00 CAD dollars in it, so if I don't attempt anything with it, and leave it locked, will it affect anyhting like ym bank account?

Most likely your name is similar to someone they have on a list of complaints. They need to verify that you're not this person. It may be as simple as giving them your middle name and address, but you need to contact them directly and request further information on why there's a hold on your account, that you're trying to open an account with them and can't move forward on this till they can contact you to clear up the problem.
Be nice about it--a lot of people have similar names. If you're totally innocent, it'll be cleared up quickly.

It means that the business or personal name you used had some sort of match against a "blacklist". It is the PayPal standard operating procedure to freeze EVERY account tha does not check out as absolutely PERFECT in every way.
Paypal is completely unforgiving in thier policy and will freeze assets for up to 6 months over ANY TOU violation. My advice is to find another payment processor ASAP.

3. Go to http://paypal.com/ and go to customer survives, help, or frequently asked questions.
4. Or you can just call them and asked what happend and they can fix it for you after asking a few questions. NOT to worry the answer is right underneath your nose.
5. But now reading what the thingy said i think that you might have made a mistake or someone hacked your account and did bad things. I am so sorry but you can just contact them THEY WILL HELP (100% gaurenteed!!)

When you say 'locked' what exactly is happening? You cannot access the account or you cannot do any transactions? Or something else?

First of all...put paypal.com into your search engine. Put in your user name and password. See if it will let you in there. There has been a lot of phishing and hacking going on lately. You could also contact paypal by finding the contact us button and calling them. If you clicked anything on that email you could have jeopardized your paypal account. I would change my password immediatly.

If the name on the Paypal account and the name on the bank account don't match exactly they sometimes have a problem with it.
Make sure that the name you gave Paypal matches exactly with that on your statement.

Did you go into Paypal and enter the amounts of the two deposits that they put into your bank account into their system? That usually activates your account. If you did not I think it triggers them that you might have stolen checks and entered the bank account information that way.

You cannot close/delete a limited or locked account. This particular limitation means that you will have to fax in proof of identity and possibly address.
