Again a barrage of nonsensical, dishonest, and disingenuous answers: First, the NCAA is not conducting a vendetta against Oklahoma. If they were then the punishment would have been much harsher. Oklahoma got a slap in the wrist. Second, USC has been deemed guilty of any infractions. The NCAA will not act until USC completes their internal investigation and submits it along with whatever actions they have taken to the NCAA. At that point the NCAA will investigate and levy more penalties if it wants to. If USC's report is complete and the NCAA has done nothing then that's a pretty good sign that the NCAA is happy with whatever actions USC took. Third, Oklahoma was guilty of a "failure to monitor" which is considered a very serious infraction by the NCAA. It's one of those "lack of institutional control" situations. Considering that Oklahoma was already on probation the NCAA could have hammered them hard by: forcing the team to forfeit games and revenue from those games, banning the team from post season play, banning the team televised play, or banning the team competition all together. The good news for Oklahoma is that the NCAA finally figured out that it is counter productive to really hammer the big time schools that have national followings. Take a look at history and see what the NCAA did to programs like Florida, Miami, Nebraska, and Alabama in the 80s and 90s. The implication that USC is somehow scamming the world and cheating like crazy is also the height of stupidity. In order for this grand conspiracy to have success USC would have to bribe, cajole, threaten, or otherwise extort every recruiter, player, PAC 10 coach, and high school coach in the country. Trust me, if there was a lot of bogus stuff going on (well, more bogus stuff than the usual bogus stuff that everybody does, anyway) then somebody would rat USC out in a heartbeat. Whether it was a player who is cheesed that he's not getting playing time or a coach from another school that is ticked off that he can't sign anybody or a high school coach that didn't get paid. Somebody would talk and talk and talk. That's not happening so there's nothing there (at least not yet). As for how the NCAA decids punishment it goes something like this: 1) Somebody gets caught (everybody cheats - some cheat better than others) 2) The school does an investigation and metes out punishment. 3) The school submits a report to the NCAA outlining their findings and punishments. 4) The NCAA takes additional action if it thinks it is necessary. I think in the case of Oklahoma the only additional action taken was they extended the scholarship loss by one year and they made the team wipe the victories (which Oklahoma should have seen coming). The left Oklahoma alone financially as far as I know so the long term damage will be minimal (but the scholarship thing is pretty painful).
