the tenths place is the number right after the decimal point...

in this case the tenths place is 1...

When rounding just look at the following term, the term after what you are rounding to...

So in this case you look at the 6, since 6 is greater than or equal to 5, you increase the value of the tenths place to:

3.2


If you were given 3.14 or anything with a 2nd decimal place less than 5, then you would round down i.e. to 3.1

This is merely rounded up to 3.2
