The President's reasons for not signing the bill are transmitted to the Congress in the form of his objections to the bill. In this case, the Congress wanted to raise the limit for parental income that would qualify the child for free medical care. If he had signed the bill into law the children of parents earning up to $80,000 a year would have received free medical care with no insurance premiums needed to be paid by the parents. The legilsative intent of the program, established by both committee testimony and debate in the House and Senate clearly show the program was created to provide free medical care to the children of the working poor, i.e. those who earn too much for the child to qualify under the Medicaid program.

This thing took on a life of it's own. It went from helping children in poor families have health coverage to an expansion where "children" are now 25 years of age and familes are allowed to make $80.000+. I smell national health coverage, not to mention a lot of pork being cooked in this bill.

It's not fiscally responsible......of course he wasnt for the first six years of his administration.....six years ZERO svetos on spending bills
