No your don't need to know HTML and Yes you can find someone to do a website for you.
It all depends on the complexity of the site and what you want it to do.
For example a blog could be done on a free site by yourself quite easily. Many of those sites even offer their own tools to do it.
A website that shows products you have for sell on an auction site like eBay would be easy to do and to maintain. Again the website or domain manager may offer you tools to do it or you can purchase your own set.
A site that sells a product and accepts credit cards would be more complex and would require a over the shelf web design product. There are a lot of cut and paste programs with good graphical user interfaces so you don't need to know any HTML, it adds that code automatically.
A site that is very complex, that tries to sell video, or a wide range of products and represents a major company should be out sourced to a professional web page designer.

You can hire someone to create a website for you. Depending on what you want to do, you might be able to do it yourself. But if it's for a business, you might want to hire someone so that it does look professional.
Otherwise, one thing you can do is do a search for "free HTML editor" on Yahoo (or google). You will see a number of them. They will allow you to basically create your own. Most of them are pretty easy to use, but it will help to know a little HTML. There are a lot of HTML sites on the web that will give you the basics. It's kind of fun to make your own. So if it's just for you, why not try it? That's how I've been learning HTML.
But, like I said, if it's for a business or you want a lot of complicated things on it that would require advanced coding knowledge (shopping carts, PHP codes, Forums, etc) would would probably be better off hiring someone.

Using html is hard and you have to have them, and yeah you could pay someone to do it. But an easier way to make a site is www.piczo.com or www.freewebs.com and they are safe, easy and totally free and you don't need an html. Plus piczo supplies you with everything you need for the coolest professional looking site ever! I hope I helped you out.

Why don't you try microsoft frontpage. I have no knowlege of html but I used it and it work wells for me. I learn some basic html codes and some help from my husband when I got stock. I really like microft frontpage. ..
