Most all presidential administrations in the USA, with the exception of Bush Jr's, have had a system of 'check and balance'.

Clinton - independent counsel Kenneth Star investigating multiple accusations, including White Water, that resulted in no charges. Btw, you mentioned his impeachment. I don't see that as a check and balance in that he was impeached for an action that resulted from the investigation of other things.

Bush Sr - World Bank Scandal that ended with multiple charges and convictions of member of his administration... btw, he pardoned them before leaving office; therefore, in a way, this one has a check but no balance. Also, this one was investigated by an independent counsel.

Reagan - Iran Contra scandal that also ended in felony charges... ie, Oliver North was convicted of 6 felonies. Reagan also pardoned most of them but not all and this one also resulted by an independent counsel investigation.

You can find them as far back as you want to go... IE, President Buchanan was threated with impeachment.

It's worth noting that the Bush Administration, having had both the Senate and House as Republican the majority of his terms, did NOT appoint an independent counsel to investigate the 1000s of possible violations against his oath to office, the constitution and the American ppl... In this one there has been absolutely no check and no balance.

The Watergate scandal that lead to the resignation of President Nixon was a good example of the check and balance mechanism in a democratic government whereby the Legislature can force the President to resign with an impending impeachment case.
