The best deals for both air and hotels are usually with the airlines themselves. I would try Southwest Vacations or US Airways Vacations. These are usally the cheapest packaged deals. You can do everything on one site; including buying transportation to the hotels from the airport in one package. They are pretty easy to navigate and will show you the cost breakdown for different hotels and dates. I have used both of these specifically for travel to LV. Compare the prices on Vegas.com(which uses US Airways/America West) or any of the big sites and you will see the difference.

Keep checking with those sites, as well as individual companies, airlines, hotels, etc, to see which offers the best price or package deal. Sometimes a separate promo deal will beat out Expedia or Orbits.

Not sure about packages but from Tampa you can get a flight for $160 to $ 220 and I've always booked a room at the Stratosphere for about $45-$55 a night. It's not a really fancy place but it's really fun and nice.

Hard to say. It depends on the time of the year you're planning on going. You have to keep checking websites for different deals. Sometimes it also helps to check the hotel's websites too. Check out the ones below.

They have lots of deals all the time.
Other than that, try all the bigger travel sites
such as hotwire, travelocity, travelworm, etc.
