The two-party system allows the winning President to appoint officials in the Judiciary and Executive Departments. On the Legislature, the dominant party chooses the Majority Leader in Congress and Senate.

On the other hand, the losing party had to contend with the Minority Leadership and had to wait for the next election to get a chance to appoint juicy positions.
