The very best never-fail solution is to not shave. Pubic hair is really very useful:
1) It is a sign of sexual maturity. Women know that a man with pubic hair is old enough to have sex and father a child.
2) prevents chafing, so keeps you more comfortable
3) provides warmth in cold weather and helps air circulate to keep you cool in summer.
4) Most important, keeps air circulating to prevent possibly dangerous infections, both fungal and bacterial, which thrive in moist areas with poor air circulation. These infections can also cause foul odors, even if they are not yet established enough to cause a rash.
5) can stimulate the clitoris during sex.
Trimmed hair can allow some air circulation, but the blunt tips can irritate both your skin and your partner's skin. The naturally tapered ends of untrimmed hair are silky and don't poke.

hey I'm surprised you haven't gotten a bunch of people sayng yoru are weird for even shaving down there. Guess they haven't run into yoru question yet. but I will state that it is yoru hair and if you want to trim it or shave it or dye it neon blue then feel free. It's all good as far as I am concerned.
Okay as to shaving and finding the regrowth uncomfortable. Basically when you cut off a hair you leave a blunt end with edges. Whether it's your face or pubic region or legs or wherever. and when that hair grows out a ways and contacts skin (which is unavoidable in the pubic region), then it will feel itchy or uncomfortable. The best solution is to shave regularly (defined as often enough so as not to get the stubble growth long enough to be irritating).
As for reducing the razor burn effect, always shave perpendicular to the direction fo hair growth and do not go over one area repeatedly. Far better to leave a little until tomorrow than to keep trying to ge treally smooth in one go. So, lather up, shave carefully and rinse off well. Then, if you ar eprone to getting a bit of razor burn, feel free to apply some lotion (aloe or similar hand or body lotion work well). Just never put on after shave or the like; those suckers can sting...
So if you like th elook of a shaved pubic area, then keep shaving. Just do it every day or so as required to eliminate stubble and keep you nice and smooth.

I used to shave my entire area down there but got tired of the itching and rash afterwards. Now I shave my balls and under the shaft. I use a beard trimmer with no attachments and buzz the rest of the hair. Do this in the shower so the skin is soft. It will get very close and will even have the look of being shaved, without the irritation and itching of shaving. It looks great and feels awesome. Let me know what you think and how you make out.

I'm a professional at this!
GET A GOOD RASOR. If you seriously want a good shave for this area, you have to get a good rasor.
Gillette Venus. Awsome rasor, no rasor burn, no nicks.
You will also need a LUFA. Washing with this will keep you from getting in-grown hairs.
Use MENS shaving cream. Like Barbasol. The cheap one.
Sit in the tub for a few. Scrub your area with the Lufa and some hair CONDITIONER. Stand up, or sit on the side of the tub. Apply the shaving cream, and with your fingernails, lightly scratch your area, this will further losen any hairs trying to become ingrown. Shave in all directions. Pubic hair growns all diffrent ways.. Be sure you are smooth and completely shaved, allowing hair to grow back will make you itchy and uncomfortable. To be confortable, you will need to shave as soon as there is re-growth. Usually Daily. Or if you get a good chill, more then once a day.
Good Luck

Use a sharp razor blade, shaving soap and shave after you have a shower or wash and rinse with hot water, that way the pores will be open and the hair soft. Most importantly, shave in the same direction as the hair grows. You won't get quite as close a shave, but you will not get razor burn or little red bumps, and it will not itch when it grows back.

Get yourself some desitin (moms use it on their babies diaper rash) or any zinc oxide ointment. It will clear up the razor rash and relieve the itching
