You can practice from any photograph, but to get better at doing cartoons you have to keep sketching and working with what you think is funny.
It'll click all of a sudden, and be a whole lot of fun! Don't put a lot of pressure on yourself, just do it for the enjoyment and it'll fall into place.
Sometimes it helps to have the punch line figured out and to work around that.
