I have a light blue chiffon that I am making my wedding dress out of, however I need to make it go from light at the top to dark blue at the bottom. Any help with how to dip dye and what kind of dye to use would be very much appreciated.

dharmatrading.com will have dyes and fabric. You would pin the fabric to a broomstick and pull it out of the dye gradually. leaving each section in a little longer than the last.

Unfortunately, poly won't dye with any sort of predictable results. Even if you manage to get the color onto the fabric it will transfer onto anything it comes in contact with like your skin or other fabrics. Any additional thread such as hems or seams will also most likely not take the dye at all if the thread is also polyester. You can try an acid dye and heat but don't bet the paycheck on the outcome. Fabric paints would be your best bet for the color, but they change the hand of the fabric and you'll lose the flowing quality of the chiffon.
