Get a lid with holes in it. My turtles would climb up on their ramp and stretch all the way up and grab the sides of the tank. I have to have high water too for the filter to work. So just make sure you have a lid with holes. I have the heat lamp on top of it so there is NO way they can get out.
Good luck!

Is it a fish or a turtle? I'm no expert but I've never seen a turtle tank filled up all the way with water. They need land too. Maybe you need a different type of filter.

Put some wire mesh over the top of the tank. It can still breathe but it will stop the little devil from getting out. Make sure the wire mesh is secured so it cannot be removed by the turtle but you can remove to clean etc.

Put a cover on the tank but put holes in it so the turtle can get air.

Put a screen cover on top and depending on how big it is put a rock on it so he can't push it off. What kind of turtle do you have? I have two sliders.

get a ten gallon glass tank at walmart for about 10 bucks. they have a locking screen that you can purchase for about 6 bucks that fits it perfectly, your turtle will never escape from there.
