I need to type text over the top of a picture but I want it to be diagonal. I tried typing it in Word and cut and paste it into Paint but around the words there are white pixels I can't rid of. But I can't figure out how to diagonally position text with the text option in Paint. Please help.

Use Wordart.
In a Word document, insert the picture:
cl Insert
Picture
from file
indicate the location of the picture
when the picture reads in, right-click it for a submenu
cl Format Picture
cl Layout
cl square or send to the back

On the Formatting toolbar, click the Drawing button
you will get the Drawing toolbar across the bottom
cl the Wordart button
you will get the Wordart Gallery
click the style you want
type what you want
cl o.k.

right-click on the Wordart
cl in front of text or bring forward

you can play with the font, colors, stretch it out, click the Draw button to see the "rotate or flip" option
rotate the text

Have some fun and experiment with the various options. Sooner or later you will get it the way you want.

Here's a tutorial.
