Yes,and all governments are minorities of self-centered, self-serving people that operate tottally on the basis that they should do what is best for them, and frig the public good. They demand respect and require your servatude to function, well all the while remaining unproductive, even anti-productive. Government creates problems where none exist, unhindered businesses solve problems where they must. Don't just question your leaders, demand that they act in your best interets. Look up the criminal record of Congress, find out how many have run themselves into debt, and ruined their own business ventures. Why are there so many lawyers in Government? Look at all the major problems that confront Government officials today, are they not problems that government officials have in fact created?

I don't know where your are, but no one "rules over" anyone here in the USA. In matter of law, Our Constitution protects the rights of minorities. No matter how much the majority may disapprove of that minority, the majority may not infringe upon the rights of that minority. If you consider being prevented from infringing upon the rights of the minority to be being "ruled over," then I'd have to disagree strongly. But I'm not sure that's what you meant.
