No, you don't need a portfolio for acting.
Classes are very nice indeed, and people who want to act should definitely take them when they can afford them (not from places like John Robert Powers, though; they cost too much for what they are). But you can learn to act in your high school drama class, too. And learn from others by doing community theatre, and going to see plays and musicals.
I don't know if Miley Cyrus took acting lessons. I do know she could learn everything she needed to know about performing from her father and the people around him.
You just do what you have to do to reach your own goals, and don't let your rich friend get you down. Her portfolio won't get her any acting jobs, so it's good she has the money to waste.
Edit: LOL. Your "friend" is laying it on pretty thick. I have known a few actors, and none of them had a portfolio. Some of them did have an awful lot of pictures of themselves, but they certainly didn't lug those along to auditions (one single headshot is the norm). Auditions are not for time-wasting and picture-sharing. :D
I have to wonder why your friend is trying so hard to lord it over you here. Maybe she's in denial about being ripped off for the portfolio. Or maybe she feels threatened by you.

actors have resumes. models have portfoilios. your friends parents are rich, she isn't. and she didn't get rich
from acting. your friend had some pictures made and took some classes. you don't mention if they ever actually did anything. acting classes will help you know what to do when you get on a set and how to work in front of a camera. you need to have pictures made to per sue acting. you take a picture with you whenever you go on an audition. that's how the casting people know who you are. everyone in show business has pictures, that isn't a big deal.

Actors do Not need or use a portfolio in the acting busines. Unless, perhpas you live in Small Town USA, where it's necessary to have one.
New York City Actors have an acting résumé, which includes all of the acting roles in which they performed and where they performed. Actors do NOT have a Portfolio.
Miley's Cyrus's dad, was a famous country and western singer, before Miley worked in television.
Having a famous dad helped Miley get a television show.

stop worring, you friend is a egotistical windbag, who will never amout to anything as an actor if she doesn't learn to be nice. no beginning can be in any show she wants, that is outrageously false. beginners have to take whatever they are offered or they never will be in anything. taking one class will not make anyone a star, or even an actor for that matter, it looks like this class filled her full of herself, probably trying to sell her other classes. Actors in my day did not have portfolios, we had brochures of pictures of ourselves instead of head shots which we used at interviews for roles. Next time you talk to her and she starts out about how great she is, tell her you know a professional actor who said she will never amount to anything. She probably has no acting ability. You need a lot more than a portfolio and one class to get into a film - even in a very small part.

No, but in order to do so, you really have to either:
1. Be EXACTLY what they're looking for, appearance wise, or
2. Really knock 'em dead in the audition.
Having a portfolio and taking acting classes shows a producer and director that you're serious about acting. It also shows that you are professional (and know how to act on stage or on set...no asking stars for autographs, etc.)...and it shows that you are doing what you can in order to improve.

if u cant do classes, at least be in school plays and anything u can. maybe community theatre. even if u dont get a good part, its still filling space on your resume and it gives u experience and shows u love acting. the most important thing is to get an agent. go to sag.com and click on "resources" (its halfway down on the right) then click on agent information and find an agent in ur area. u can call them and see if they want to schedule an interview or if they want you to send in your headshot and resume.

i would say you need a good resume, but if you are good enough at acting and you have the look the directer or whoever it is want's than you have a chance.
