Its called a Red Latan Palm or Latania lontaroides.

It is a type of fan palm. The red color on the stalks is interesting, which means it's not just a standard fan palm (like a California or Mexican fan palm). I saw a completely red fan palm on eBay that might be a more mature specimen of what you show. i'm pretty sure its a southern fan palm, but i do know its a fan palm.
