There is definately nothing wrong with you.
Some people have larger penis's than others. Is it 3" when Flacid or Erect (Down or hard)?
Either way, there are people who have smaller penis's, who are much older, and yet it still serves to function as it should.
At 15, you are still growing, so it is possible, that in a growth spurt your penis will get bigger in the flacid (down) state.
If you have any concerns, try asking your GP (Family Doctor) or Young Persons Health advisor, they are sworn to confidentiality, and may be able to help with advice and encouragement.
