You don't need to reboot.
You didn't say which system you are using, so I'll assume XP.

If you have set up your PC for multiple language keyboards, you can toggle between them. Usually the toggle keys are alt+ left shift. Alternatively, you can change with the mouse by clicking on the appropriate icon in the system tray and selecting English.

If your PC is set up for just one language keyboard, go to the control panel and select Regional Options. Select the Languages tab. The first box is for text entry. Click on Details. Then you follow the menu to add further keyboard layouts. You can also change the keys that are used to toggle between the layouts.

There is no way that you can change something like that without rebooting . ill tell you th reason why . The computer is accessing certain information all the time and this is one of those things that are always running or being accessed. To input new information would effectively be freezing that command and the computer because now it has to stop that command input that information piece it together properly in order to make it work . Extremely risky and hard for a household computer to do that is why when changes like that re made they only take effect when rebooting . Those memory banks of information can be altered with no side effect and done very rapidly due to you not using up the processors bandwidth nor processing power.
