Because, as the saying goes, "Power corrupts, and absolute power corrupts absolutely." It's sad, but true.

Citizenry in most countries are not outspoken against the tirades done by their politically empowered leaders. Most countries jail or even kill citizens who lash out against the corruption prevalent within their country's goverment enviroments.
We in America aren't much different: We possess the power to recall ( in effect, fire ) any politician we want that's not doing their jobs as we expect. We can even recall the President. But when have you last heard we did such a thing?
We know corruption is prevalent along the local, state and Federal levels of our government, we just choose to act as mindless cattle and look the other way; a sure fire bet made by politicians on how we react to such matters.

Evil is pervasive among all humans. It's all about choices - good vs. evil, or right vs. wrong. Most poor choices fall into a select few categories like pride (abuse of power, ego), greed (materialism) and physical satisfaction (indulgence). Fear of the loss of any of these can motivate someone to pursue evil.
If power corrupts, then would lack thereof make one pure?
So possessing power doesn't corrupt someone, it's only what one does with power. If say, I have a hammer, I can use it to do good (build, repair) but I can also use it as a weapon (bludgeon).

It's human nature. I'd say it's prevalent in every country; some disguise it or justify it better than others.

The race is on since we are heading toward the 'peak' oil day where oil will be limited and whoever sits on the oil wells will be super influential.
