If you have a preapproval for a mtg and have a contract for the sale of a house, can you still shop loan officers if you dont like their fees?

In Texas you can. A preapproval does not mean you've signed a contract with a specific mortgage lender.

All a preapproval for is to convince home sellers that we were 'capable' of buying their home and to reduce the risk if they accepted a contract from us that we could get financed.

You can still shop around. Any fees you paid to get pre-approved are probably non-refundable. Until you sign the promissory note and the mortgage, you are not committed to accepting the loan.
