Do they go on automatically or is there a switch that must be turned on?

Every motorcycle and scooter is required by law to have the headlight on at all times (day & night).
Because of that law, they don't put headlight on-off switches on bikes anymore (they used to in the '70s and before).
Once the key is turned on, the headlight turns on and stays on.
Unless the bike is equiped with a headlight cut-off switch that shuts off the headlight temporarily while the start button is pressed to conserve the battery.
To answer your question, that scooter's headlight comes on automatically once the key is turned on.

Sadly, your two previous answerers have no idea of what they are talking about. I own two scooters and two cycles, all built within the last two years, my newest is a scooter produced in July of 2007. All of these bikes came with an on/off headlight switch which has to be manually activated. Some bikes are equipped with the 'auto on' for the headlights, and I do believe it is required in SOME states. My area does not mandate that the things are automatic, but you do have to burn the lights night or day. The matter is really moot, the switch system can be changed out either way easily and for about $5.

My Honda 's go on automatically. As for this kind, I am not very clear. I advise u to get on a site called bikerkiss. There are many motorcyclists there. I think they can give u a satisfying answer.

True true true, no switch, just goes on as soon as u turn on the bike honey!
