Discipline policies are defined by schools and school boards. But in general, the best policy is "the lesser the punishment, the better." When punishments are severe, teachers don't administer them consistently, and they don't do any good.

I would contact the parents to help with missing homework.

Yes they can make you stand for a whole hour. It wasnt hurting you. Maybe you will do your homework from now on? if you didn't have a note from a parent explaining a valid reason why it wasnt done then yes your teacher has the right to make you stand. Maybe you will do your homework next time?

yes they can and they should. the problem is with you lazy kids that you think you will leave school and walk into a great career or get famous earning loads of money just because you have the strange idea that you are so cool and people will fall over themselves to give you presents all your life and love you for the fool that you are. Get over yourself, grow up and do your damn homework. the teacher is trying to do their best because they want you to actually achieve something in your life. You can either appreciate all the hard work they are trying to do and extra effort they make trying to input a bit of character into you or you can go on whinning all your life about how unfair the system is and how you deserve to win X-factor but noone appreciates how ace you really are!!

You haven't indicated "what" you wish to do for a whole hour.

I don't quite understand your question. Teacher can't MAKE anyone do anything. But they can fail you if you don't do your required work. .... hope that helps.
