As noted by previous answers, they had an off-year last year and failed to qualify for the Champions' League by either available method. The failed to finish in the top 3 in the Bundesliga. They also failed to win last year's Champions' League losing to AC Milan in the quarters.
Despite the efforts of the top teams like Bayern Munich to make it easier for the top teams in the top countries to qualify, they still have to perform in their domestic leagues. As Bayern did not do that last year, they are relegated to the UEFA Cup this year.

Bayern Munich finish outside the top three of the German Bundesliga last season & therefore they are now participating in the UEFA Cup.

They failed to win or finish in the top 3 in the German league last season,so they did not qualify for champions league.

Cause they didn't make the top 3 in their league.
Anyway I don't care cause Roque Santa Cruz don't play for them anymore.
