I presume by this you mean the icon text has a blue background? If so try this...

Go to Control Panel.
Open System.
Click on the Advanced tab. In the Performance section, click Settings.
Put a check on the "Use drop shadows for icon labels on the desktop" option. Click Apply then Ok.

Or

Right click on desktop.
Click down to Properties, then open the Desktop tab.
Click on the Customize Desktop button, then open the Web tab.
Delete everything in the Web Pages box except, My Current HomePage.
Press OK, then Apply, and OK again.
You may need to restart your computer for the settings to take effect.

Finally if the above doesnt work try this...

Rght click the desktop.
Point to Arrange Icons By and make sure that Lock Web Items on Desktop is un-checked.

Hope this helps!

Your very welcome!! Your the first to personally thank me... so erm.... thank you!

Right click on an empty part of the desktop
Select "Properties" from the menu that appears
Go to the Deskstop tab
You will see a list of pictures you can use for your background included with Windows
You can also "browse" through the rest of the hard drive looking for a different picture if you want.
