I have a light tan on white skin,blue -green eyes and a round face and ful slim lips

Ooh, sounds almost just like me! Try using some nice earthtones (browns, tans) to really bring out those pretty eyes. Use a light powder, as close to your skin tone as you can match in order to smooth out your face and give yourself a soft complexion. A light lip balm will bring out your lips and make them look healthier without overshining, which is not a good thing to have every day (save the gloss for dances, formal occasions, or special days and such) A light colored blush will bring a little life to your face.
And trust me, you'll look absolutely fabulous.

Bronzes (goldy browns) would look really nice on your eyes, and make your tan look good. I would go with a peachy blush and a soft neutral lip gloss. Even though your hair is light, I would still go with a black mascara. Wear eyeshadow up to your crease during the day, and add some smudged chocolate brown liner (top and bottom) to give you are a more smoky eye at night. try Clinique Black Honey lipstick, a beautiful sheer color that looks dark but goes on like a berry stain.

Choose a foundation closest to your skin tone. If it is too dark it won't look good. For eyeshadow try a blue, green, brown, lilac or gray to bring out your eyes. Your eyeliner and mascara color depends on your hair color- red, light brown, blonde=brown, brown-dark brown=dark brown, and black hair= black. And for your lips I suggest just closs or a pink tinted gloss because if you want to bring out your eyes (and you should because they are a very pretty color) you shouldn't do that much color on your lips. I think brown eyeshadow for green eyes looks really pretty. And i love gray eyeshadow on blue eyes

earth colors bring out green eyes nicely. nothing too dark.. i find that over doing it. try to get concealer closest to your skin tone, too far off will look un natural.

I would say blue, purple, pink, red, green, brown, or black would be good colors for u.
