My wife had to call 911 while we were staying at a hotel so that I could be treated for a severe medical condition. I was apalled to find a "Long Distance" charge on my hotel bill upon checking out.

Of course. They charge for phone calls. You could have gone to the front desk and they would have placed the call for you or you could have used a cellphone.

I would complain about it. They will probably refund the cost and in the future may not charge for the call. If you need help again and would not charge anyone else for the call. They probably would not like the bad publicity. There is a good chance it is a glitch in their system and should be pointed out.

Surely telephoning the emergency services in the USA is free?

It is free to call in the UK (999 or 112).

I am shocked if this is not the case.
