i have change the thermostat, engine coolant sensor, engine coolant sender, and it still does not warm up. also my fan just keeps running so maybe thats why but i dont know how to make it stop when it should. i have check the relay and its fine what could this be

Even if the fans where running the thermostat would regulate the water flow so the vehicle get`s warm. Are you going by the gauge indication cause it might be faulty. you also might have a faulty thermostat. To stop the fans : do you have a check engine light. If you do you might have an open circuit to temp sensor which would keep the fans on all the time. comp provides a ground to the fan relay to activate fans. Also turning on the a/c provides a ground to the fan relay. both fans on condtions : open or faulty temp sensor circuit. a/c circuit is on ,faulty comp. Look for a ground

Does the motor heat up and just not outputting heat to the interior? If so, the thermostat is okay and you probably have a plugged or restricted coolant system heading into the heater core. Feel the heater hoses while the motor is at operating temp to see if the coolant is flowing through the core. If it is, I would suspect the temp door inside the dash or the control to it is not working or stuck.

The fan has to turn off so it will warm up. If not it will stay cold. Coolant temp switch could be bad.
