You cannot compare the ratings of people who played before the 80's because they made so many rule changes to help the offense and screw the defense. That's why QB ratings went through the roof.

I don't know, but I can tell you that Ryan Leaf's rating was an atrocious 50.
I would guess that the worst rating belongs to some poor backup who only played in a couple of games in his career and stunk it up whenever he took the field.
