There is nothing illegal about texting or loaning a phone.
The content of those texts could very well be illegal, I can't think of one good reason for a 27 year old to be associating with a 15 year old.
This should probably be reported and investigated. It is very common for sexual predators to establish a casual relationship with someone before turning them into a victim.

tell her folks, this could be something that will turn out really bad.
A grown man should not be giving a 15 year old a phone so the can know what they are doing.
this guy is sick. If you care about your friend leave a message for her Folks. Or have your mom tell her mom. That kind of leave you out of it a bit.

From the question you ask no of course not. I think you might be leading to something else, if so just ask what it is.
On face value on your question, no there is no crime. Unless obviously there is a restraining order, parole condition or other thing that clearly prohibits him from doing this.
It sounds shady and I would notify the parents of the 15 year old.

It's going down the wrong road! All it takes is the wrong comment,assumption etc and he's going into no man land. He has no business chatting, mentoring, being a friend etc. etc. unless he is a counselor or relative. Do watch dateline? Those guys are all going home to people that would never ever imagine there loved one is doing that. NOT NORMAL!
