You know how when you pay your bills online there's sometimes an option to pay with your bank account (not credit card) by providing the account number and routing number? I have a website where I I would like to accept bank payments but i don't know how to get started. Is there software to do this?

PayPal allows you to process payments by direct debit from a bank account, and so does Authorize.net. This said, you need quite a bit of technical expertise to put it in place...

Typically most gateways will use payment cards but as the other respondant said you can often setup direct debits and recurring payments.

Typically when you pay a bill using bank details online you would do so through your bank website.

What I do is provide my bank details on the invoice so that the customer can choose to pay by card via my payment gateway, cheque or bank transfer which is handled directly by their bank online.
