For instance, is a company I am applying for allowed to ask specific questions regarding my position title?

Sure - they can ask anything (except the few things considered protected - age, marital status, sexual preference, religion). Whether your current employer will answer them is a different question.

Position title is a pretty innocuos question - unless you lied on your job application and said you held a position that you don't actually hold.

They shouldn't need to ask. It should be on your application. They need to know if you fit their needs. Your work history should be open, to a point. Your position/title, pay and responsibilities are sure to come up. If it is on an application for employment, you can be reasonably sure it is legal. Personal items are not.
