I don't know of any halloween anime and I've watched hundreds of anime, and am familar with hundreds more.
The main problem with this request is that halloween isn't very important in Japan. Theres no trick or treating, a lot of people don't know the date, and things like costume parties are rare. Since anime is made in Japan, and halloween isn't that big of a deal in Japan, it stands to reason that there wouldn't be much media (in this case anime) relating to it.
However, I wasn't going to let it go at that, so I gave a cursory search over at both ANN and MAL for a halloween anime, but was unable to find anything. There may be an episode in an anime somewhere out there that deals with halloween a little bit, but I highly doubt that there is a series that revolves around halloween as being central to the story at all.
