If it is a CRT monitor it is probably dying (transformer going out) and will soon need to be replaced with a LCD monitor.

This can also be caused by a bad video card; a loose video card; video drivers: incorrect resolution or frequency; degaussing; a loose monitor cable; etc.

If you can swap monitors and see if the problem goes away with a different monitor.

Considering normal situation where your monitor and PC are ok this is EMF interference. It could be caused by close proximity to a wireless lane modem/route (even through wall) or that you used to put your mobile next to it. Try to check for any suspected EMF source. …. Good Luck.
