Here's what the 2003 Accord owner's manual says about setting the clock

To set the time, press and hold the SOUND button until the audio system beeps and the clock flashes.

To set the hours, press and hold the H (Preset 4) side of the bar until the numbers advance to the desired time.

To set the minutes, press and hold the M (Preset 5) side of the bar until the numbers advance to the desired
time.

When you are finished, press the SOUND button to lock in the changes

There *should* be a small panel near the clock (either right underneath or next to it) which opens to reveal the usual clock setting buttons (hours, minutes, etc).

At least, that was where they were in my '89 and my '97 Honda Accord.

Why does Honda make this so difficult? Toyota you just push H to change the hours or M to change minutes. Time to change the car! not the clock.
