Actually, its not just California. Several states have them now. I live in Massachusetts and buy my cigarettes in NH by the carton (30.00 cheaper) and the most recent one I purchased the same thing is happening.
Either the head will fall off or more often than not, it looks like it's out but will reignite it just burns differently. It seems more like internally and the paper outside stops burning until you start smoking again and then the outside will burn as well. States made them do it for safety regulations.
And for the rest of you, preach to someone that gives a ****. Nobody asked for your opinion, they asked a question and was hoping for an answer, not a wise *** remark from a holier than though non-smoker.

This is the new safety paper that the tobacco companies are using. It's made to go out exactly as your explained. While the tabacco company's are not trying to tell you to quit (despite what some of the other responders say), it is a good idea to quit.
