There are lots of free PC-based synthesizers and editors on the web. Use your favorite search engine to look for words and phrases like "audio edit", etc. Also, check-out some "freeware" websites where you can download such;download.com had sixty-one allegedly free packages for Windows, alone! I'm not saying that all had to do with what you're looking for, though.

Keep in mind that no free package will make a bad recording that much better; the best you might be able to do in such cases is to reduce the background noise; better than nothing, I suppose.

If you're running windows and have the mediaplayer installed, you can drag the recordings over to there, then once you get them into your library you can fool around with EQ adjustments , etc. By playing with the mid to upper frequency sliders , you may be able to bring out the vocals a little louder.
