It means you're separated from somebody by X number of generations in a family's lineage.

The 2nd cousin twice removed would be the grandchild of the 2nd cousin. In other words, their 2nd cousin's child is the 2nd cousin once removed and their grandchild is the 2nd cousin twice removed.

2nd cousin means that you have the same great-grandparents but not the same grandparents. That is, say, your mom's cousin's kids.
Removed has to do with how many generations apart you are. For example, if someone is your cousin once removed, you are one generation apart.

A second cousin is the person who is the child of your parent's first cousin.
A second cousin twice removed is either your second cousin's grandchild or your grandparent's second cousin. The most recent common ancestor will be great-grandparent to one and great-great-great-grandparent to the other

my moms sister has a kid my cousin that cousin has a kid my cousin once removed that cousin has a kid that is my cousin twice removed

it means that his cousins parents were divorced then together again then divorced again thats why they say removed because they would no longer be part of the family when they are divorced
