Because, technically, obsidian is amorphous. In other words, it lacks a uniform cellular structure. Minerals, by definition, must have a solid crystalline structure.

The basic definition of a mineral is "a natural, inorganic, crystalline substance."
Obsidian is glass, it is natural and inorganic, but it is amorphous and not crystalline. Therefore it fails one of the 3 key criteria to make it a mineral.
