(IMO)
It could be argued mindless robots in that we are limited in the scope of our vision and our perceptions by the society we live in. To give a few trivial examples: city dwellers are less aware of wild animals, many people rely on external sources for information they could obtain themselves with suitable patience, and not enough people play chess ;-). All of these, daft though they are, can be seen as limitations on what we can do, forcing us into certain patterns of behaviour through either ignorance or reliance upon external sources. Society presents only limitied options, and to live in a society is to be subject to them. However we also have an effect upon the society we inhabit; we change laws, invent new technologies, set new trends, and generally cause chaos. So:
Who: Us. As a group. Mob rule, sort of thing.
Why: Difficult. There is no real reason. Socio-dynamics and human psychology I guess.
How: As we homogenise into a group certain rules evolve and become the norm. Certain behaviour patterns become approved of or beneficial. These gradually restrict our options when living within society. However mass movement can change these, as can new technologies.
Long story short:
Have we been conditioned to be mindless robots?
Well, conditioned certainly. But not quite mindless.
Can we do nothing about it?
We do lots about it. Look at any subversive or radical group for starters.
Anyway, thats my rant over. Sorry for taking so much space to answer. :-S

Slowly but surely the government is conditioning us, yes. Why? So they can have complete control and spend, spend, spend how ever they like. How? By dictating what school curriculum is, by not pushing kids to learn, be creative, or think for themselves. Alos the TV just feeds us what the government wants us to see. Mindless robots we shall be by the hand of the government, the only way to stop it...

We are not mindless robots. We have free will, we can choose to do anything we want.
A lot of people choose to be followers and allow others to make all their decisions. This, they believe, takes the accountability away from them and shifts it to others. Wrong. All this does is make them accountable on a different issue as well as the original issue.
If anything people have been brainwashed to be wards of the state and expect that someone or something else will take care of them better than themselves. All they've done is agreed to socialism and ultimately a voluntary form of slavery.

Yes, but I think it pertains mainly to Americans, for some reason we give up a lot of so called freedoms for the illusion of safety.
