I have never used it for that in particular, but it can't hurt to try. Vinegar is a powerhouse cleaning product.
I suppose that in addition to the fact that it is vomit, you might want to choose a method/product based on what the vomit is made of....if it is milk, meat, or vegetables, alcohol, or something else. Not that I know exactly how to handle all these individually, I'm just saying that the effectiveness of any cleaner is in part due to what it was meant to clean UP.
I would stay away from baking soda because it is a base and vomit has acid in it from the stomach. It would likely make a foamy mess. On the other hand, it may soak up the vomit to be dealt with more easily. I just don't know. Just kind of thinking out loud here.

Vomit smells the way it does because Hydrochloric Acid breaks down foods and creates a sulfer. The sulfer is what stinks. Neutralize it with a base, like Hydrogen Peroxide. It has no smell of its own but will kill the smell of vomit, assuming you have cleaned it off of the floor with a rag and a dust pan.

Borax is better because it breaks down the bacteria that is contained in stomach acid that causes the smell. Vinegar works, but often won't totally remove a vomit stain containing stomach bile which borax will.

Vinegar would help the smell, but not "neutralize" it as vinegar has a very low pH, meaning that it is an acid. Stomach acid also has a low pH, so to "balance" it a base such as baking soda would work.

Yes, just make sure it's WHITE vinegar...you might want to start out diluting it, if you are putting it on furniture or a carpet.
