It's tough to say, because tackles are not considered an official NFL statistic. The numbers we see are unofficial, and they've not been tracked for the history of the league.

Unfortunately they don't go very far back at keeping tackles records. A player like Darrell Green who played 20 seasons would have had to average 100 tackles a year. A feat difficult for a corner. A middle linebacker maybe. But then not many last that long at that position with all the punisment they take.
