I has a really long historical purpose dating back to the pagan Celtics in both Ireland and England.
We take candy from strangers (mostly neighbors) because back in the day, you would go from house to house collecting dried fruit, dried veggies, herbs, meats and other things from each others separate harvests and that way, everyone could all trade and get what they needed.
It started to turn into more of a lark and fun activity when people started to live more in cities and weren't so agricultural.
Children dressed as spirit on All Hallows to confuse the dark spirits and keep them from harming anyone and then both traditions combined together to from a really integral part of out American holidays once people immigrated and from our country.
All Hallows has more great history relating to Paganism, but I hope this answers your question.

For the same reason that people hand out candy to strangers. It's a tradition.
Your question assumes this practice is dangerous when it's actually fairly safe. You're more likely to get hit by a drunk on Halloween. You're better off staying off the road than worrying about candy.

that's a good question, that's y my mom and i check my candy before we eat it for anything that looks different (holes, apeared to already be opened, things like that)
