not necessarily, there are some true innocent that have no real guilt . However, when constantly told they are to blame they believe it.
A perfect example of this is with verbally abusive parents that convince a child that everything is the childs fault. Not very nice is it. Not the same equation

No. They are very distinct concepts. Blame is associated with emotional immaturity and guilt is associated with a conflict of emotions.

No some one can feel guilt without being blamed. (example)When children die parents always feel guilty.
