On the shelf means "up on the market"?

If so, I would say, there is no specific age where a man or a woman is considered "marketable", for men and women marry or have relationship at different age. But generally, the most ideal time where a woman is considered ready is when she is between her 20's and 30's and for man in his mid 20's to 30's.

"on the shelf?" as in "available" or "put away?" I'm not familiar with the usage here.
