It doesn't happen every time it rains, but i've noticed the last few times as i have to turn my windshield wipers on, the a/c starts to go out...

Define goes out. Do you mean that it stops blowing at all or that is does not blow cold air? If it stops blowing at all, then maybe there is an electical problem and when the windshield wipers are going it is drawing the electricity that would normally have gone to the AC. If it just stops blowing cold, then maybe the extra humidity when it is raining is causing the AC to ice up. That can happen when the amount of coolant in the system is not right.
