Robin Hood stole from the over reaching government and gave back to the people who earned it. So of the two I would say congress.

Well, he stole from the feudal lords who were rich merely because they were cronies of the king, so he'd probably steal from the corporate welfare recipients, the lobbyists, and the Congress were he alive today. There are rich people who do deserve their wealth (the ones who earn it legitimately through serving others in the marketplace) and there are those who do not deserve it (the ones who earn it through government).

If he stole from congress and got away with it, he would start a trend in the public that would be truly patriotic.

neither, he would become a big rock star and do drugs and drink and have lot's of sex.... what else would somebody who wears tights do....
