A plumber or tiler should have the ceramic or diamond holesaw required. First check that there is not a hole half cut out through the underside, if so punch it down from the top.

If you have a modern ceramic kitchen sink you may find the underside has a knock-out. it looks like someone has drilled a circular hole just a few milimeters deep. You hit the middle of the hole with a hammer and a round piece of wood hard and the hole should go right through to the outside therefore giving you a single whole to attach mono kitchen mixer tap. I have come across many sinks like this. If in doubt about doing this yourself a kitchen fitter or plumber should be sought. If there is no Knock-out I would NOT reccomend drilling through as the sink will probably crack. Fit the tap into the work top instead.

I'm a plumber, I would not drill out a hole, too risky, ceramics often crack, as you will know if you have every tried to drill a tile.
Do you have a Kitchen SINK, then fit a tap through the work-surface next to the sink

Or do you have a bathroom BASIN, then fit a tap that is wall fitted ( spout and handles project out of the wall above the basin).

I don't think it is possible. Most of these sinks are pre-formed before they are fired in a kiln. This would be near impossible without breaking the sink. The best solution would be to replace it with the desired configuration.

Do it yourself
Make a well out of plasticine ,fill it with linseed oil and drill away
