It's a derivation from "Brown-nosing" you moron! It doesn't have anything to do with skin color, which is what are you implying. If this was a joke, you are not funny at all.

OK, on the very possibly erroneous assumption that you wanted a serious answer to this question, here's my take on the origin(s) of that phrase.
I think originally it possibly referred to Brownie Scouts (baby Girl Scouts). You get points and badges in scouting for tasks you accomplish, and scouts are supposed to be "brave, loyal, etc. etc." so that makes sense.
Another theory would be that it relates to the concept of "brown-nosing" which I won't go into trying to explain for fear of violating community guidelines, but hopefully you are familiar??
And as for the 2nd part of your question, yes, political correctness has gone mad!!!!

"Brownie" in this context refers to "brown-nosing", or trying to get on somone's good side by sucking up to them - as in sticking your nose up their a**. (hence, the 'brown nose')
